Java™ Web Start Launcher C:\Program Files (x86)\Java\jre7\bin\javaws.exe
and enabling in them only:
Do not scan network traffic
Do not scan all network traffic
any remote IP address
any remote ports
Moreover, for many Java applets is sufficient to use:
Do not scan network traffic
Do not scan encrypted network traffic
any remote IP address
any remote ports

おお、ポート監視が原因なのか。
Windows 7 では問題なくて、8 ではなぜ動かなくなるのかは不明だけど。
Java Applet だけであれば、サイトに接続するポート 80 を java.exe の監視対象からはずせば、おｋでした。
設定画面のプロテクションでアプリケーションコントロールの設定を選んで「アプリケーション」ボタンを押し
許可設定されている「ORACLE AMERICA」フォルダを展開、
「Java(TM) Platform SE binary」の中の c:\program files (x86)\java\jre7\bin\java.exe をダブルクリックで探して
「例外」タブで「ネットワークトラフィックをスキャンしない」にチェックして、「すべてのリモートポート」を「設定したリモートポート」として ポート 80 を設定。
OK OK アプリケーションコントロールの設定で「適用」
これで、32ビットの Firefox では

などは動きます。

は、c:\program files (x86)\java\jre7\bin\javaws.exe を同様に設定しても動かないので、ポート 80 だけではダメみたい。

だそうで、使わなければアンインストール推奨、使う場合でも使い終わったら設定は元に戻して、ブラウザ側でも Java 関連のプラグインは無効にしませう。
